The Bureau of Research and Technology Administration is mainly responsible for science and technology planning and layout, base construction, science and technology project management, scientific research fund management, scientific research performance management, domestic and international academic exchange and scientific and technological cooperation, development and management of intellectual property rights, achievement transformation, building of scientific research conditions, confidential management, management of state-owned assets, and reagent and consumable procurement. It is a managing agent of Beijing Pusai Asset Management Co and in charge of other work assigned by the institute leadership.

It has an Office of Achievement Transformation, a Foreign Affairs Office, an Office of Centers of Excellence, a Confidentiality Office.
