The Bureau of Personnel is mainly responsible for authorization of labor strength, employment post organization and management, personnel recruitment, staff continuing education and training, salary and social security management, talent introduction, cadre and retired personnel management and services, mobile personnel management, personnel information and file management, and medical management and services, as well as other work assigned by the institute leadership.

It is equipped with an Office of Dismissal and Retirement Affairs and a Health Center.
